The belt isn't made of elastic but rather a fabric with stretch

All of the fabric is present however so the waistband can be made larger again and there is a decent amount of seam allowance to alter the skirt to fit

The area that displayed the most wear to me was at the back of the neck

1940s Short Sleeve Sweater by Milnor 1950s hat The belt isn't made of1940s soft woolen sweater in a pale blue. Good condition with a couple mends, a few breaks to the knit and some faint discoloration under one arm that looks like someone tried to clean as there us light abrasion there. Not visible when worn as the arm cover it. Please see close up photos of flaws. Presents beautifully and all flaws are small and inconspicuous. Shown on a size 2 form but should fit up to a medium as knit is quite stretchy. Measurements
